Applicant submitting a CB Test Certificate can be:

a foreign manufacturer directly, or
a commercial agent authorized to act on behalf of the manufacturer.

The following documents should be submitted:

signed application form (available on request)
application letter giving name and address
CB Test Certificate
CB Test Report.

Other relevant test results and product data such as manuals, photos, schematics, component list, artwork drawings, etc. may be also required.

We always require a specimen of the product when a CB Test Certificate is presented for US and/or Canadian national recognition.

We are prepared to accept an annex to the CB Test Report covering US and Canadian national deviations.

We deal with incoming applications accompanied by a CB Test Certificate and Test Report with priority provided the need for re-testing is minimal.

Fees are available upon request after review of the application. First time applicants are requested to pay a deposit, in advance, covering the estimated cost of the work. Actual service charges assessed on time/cost basis are invoiced upon completion of the project against the deposit held for each application.

We recognize CB Test Certificates from manufacturers in countries where no member organization participating in the CB Scheme exists.

Initial Production Inspection (IPI) may be required. Requirements are available upon request.

Follow-up inspection service involving periodic unannounced factory visits is required. Detailed information is available upon request. In general, such inspections will be conducted by staff of local inspection agencies having an agreement with UL. Re-testing of products or components may be required.

Certification is valid for those years for which the product is under UL’s Follow-Up Service (FUS) Program unless canceled earlier because of non-compliance or on the Applicant’s request.

UL’s International Compliance Services Department helps bridge the gap between you and the countries you want to access. The International Services staff interacts daily with product certification organizations worldwide and they know firsthand about how these organizations work. Thus, they’re well prepared to handle the application process, correspondence and translations, coordinate the exchange and review of test data for you.

UL can provide valuable information about product requirements, foreign regulatory climates, regional trade arrangements, standards harmonization initiatives, international quality assurance, and activities of international standards committees.

UL’s Technical Assistance to Exporters Program (TATE) will help you identify applicable requirements or standards for a product, component, material or system in countries of interest. Even if you are familiar with the necessary safety standards, UL’s International Compliance Services staff can also tell you which electromagnetic compatibility (EMC), acoustic, ergonomic, environmental and performance standards apply. In addition, they will identify testing, certification and standard-writing organizations appropriate for your needs, inform you about the regulatory climate (whether certification is voluntary or mandatory), provide contact names, and guide you through the submittal process. And as an added service, UL can provide geographic, economic and political profiles of countries targeted for export.

UL’s CE Marking Assistance Program will help you prepare for the complex product certification procedures emerging throughout the European Union, by developing your knowledge of mandatory European legislation known as Directives. When transition periods mandated by European Directives come to an end, products will be required to display the "CE Marking" and be provided with specific documentation before they can be legally sold in European Union. UL’s CE Marking Assistance Program is your key to understand this new emerging certification procedure.

UL’s long-term relationships with other prominent standards, testing and certification organizations have led to many arrangements involving the mutual acceptance of test data. These global connections can help you obtain product safety certifications and quality assurance registrations in countries throughout the world.

UL has special status in many countries that facilitates the acceptance of UL test results there. This makes it easier for you to get your UL-evaluated products to their final market destination. And because one set of test data can be used to obtain multiple certifications, UL’s data package exchange programs are an efficient choice for manufacturers who want to sell their products in other countries where local third party approval is required or desired.

When you submit your product to UL, tell us where you plan to market it and we will test it to the applicable requirements. The certification organizations in those countries review UL’s test data to grant their national certifications. These arrangements are reciprocal, which means UL can review data generated by those organizations as they assist their clients in obtaining the UL Mark. Through this process, manufacturers can earn nationally recognized certification marks from countries around the world.

UL is a National Certification Body (NCB) in the CB Scheme. This means UL can help you even more in obtaining national certifications in over 35 countries throughout North America, Europe and Asia. Under the CB Scheme, UL can evaluate your product and issue a CB Test Certificate and CB Test Report that you can use to obtain multiple certifications in participating countries.

We strongly encourage you to take advantage of the IECEE CB Scheme.

The Standards Council of Canada (SCC) granted UL Testing Organization (TO) and Certification Organization (CO) accreditation. This enables UL to evaluate products intended for the Canadian marketplace to Canadian standards and codes, and to authorize clients to label those products with the special UL Mark for Canada. The c-UL Mark is officially recognized in all provinces and territories throughout Canada. UL’s Canadian accreditation encompasses all of UL’s testing sites, product categories and programs.

UL and the Asociación Nacional de Normalización y Certificación del Sector Eléctrico (ANCE) jointly manage a product testing laboratory located in Mexico. UL can help manufacturers needing product safety certification for Mexico by providing assistance in obtaining the mandatory NOM mark.

If you plan to sell your product in the United States and elsewhere, UL’s concurrent product investigation program can help. UL engineers will evaluate your product concurrently to both the appropriate UL Standard and the published international or regional standard, such as those of the International Electrotechnical Commission (IEC) and the International Organization for Standardization.

UL’s Intermediate Applicant Program is directed at clients who wish to export products but do not want to handle and coordinate the foreign national certification submittals themselves. As an Intermediate Applicant, UL can provide completed application forms (in foreign language, if necessary) on behalf of the client, review constructional data forms, handle payment of all fees and charges associated with the investigation (excluding annual fees), submit samples, translate correspondence, and monitor project status through project completion.

UL, VDE Testing and Certification Institute, TüV Product Service, IMQ, BABT and QAS have teamed up to offer manufacturers the international "emc-Mark." This mark, which combines North American, European and Japanese electromagnetic compatibility (EMC) requirements, delivers a visible declaration that your product meets the EMC criteria of the world’s most dynamic markets.

In many countries, a UL Certificate of Compliance can provide confirmation to inspection authorities, distributors and other who need to verify your product’s compliance with appropriate requirements.

If your product is not intended for sale in the United States, and your client or the country you wish to reach does not require third-party certification, a UL Letter Report may help your product gain acceptance or entry to that country. A Letter Report contains a description of the product, tests UL performed, test results, and a statement of opinion on whether the product adheres to applicable standards. Because no UL Mark is placed on the product, no follow-up service is established.
