INTRODUCTION |
The Dutch product law "Warenwet" which is the implementation of the EC Directive on Low-Voltage Equipment (Low-Voltage Directive of February 19, 1973) requires that all electrical equipment, marketed in the Netherlands, shall meet certain safety standards. Since KEMA grants its certification mark in accordance with these standards, KEMA-KEUR is therefore proof that equipment complies with the Dutch product law. KEMA is appointed by the Ministry of Welfare, Public Health and Sport and officially notified to the European Commission as the Netherlands Testing Organization within the scope of the Low-voltage Directive. KEMA's KEMA-KEUR certification system is accredited by the "Dutch Council for Accreditation" to EN 45011, which is the independent accreditation organization set up under the aegis of the Government in the Netherlands. KEMA laboratories are included in the EN 45011 accreditation and comply to ISO/IEC 17025. KEMA is also signatory of the HAR agreement, the ENEC agreement, the KEYMARK agreement, as well as the EMC mark agreement. Hence KEMA is entitled to grant the KEMa-KEUR <HAR> mark, the ENEC 05 mark, the KEYMARK E05 mark, as well as the EMC-KEMA mark. The KEMA-KEUR certification mark, as well as the HAR agreement, the ENEC mark, the KEYMARK and the EMC-KEMA mark are registered and protected against infringement nearly all over the world. Standards: KEMA standards are, to a very great extent, identical to standards of the Netherlands' Electrotechnical Committee, (NEN standards), which in turn are based on IEC or CENELEC standards. We always require a specimen of the product when a CB Test Certificate is presented for KEMA-KEUR or ENEC certification, KEYMARK certification. We are prepared to recognize annex to the CB Test Report covering our national deviations. We deal with incoming CB applications with priority before testing assignments provided the need for re-testing is small. Testing is carried out on real-time basis; for standard tests, fees are available on request. We recognize CB Test Certificates from manufacturers in non-member countries. Pre-license inspection is carried out; cost are charged on real time basis. Follow up factory inspection is carried out. Samples for follow up testing are selected. Costs for the re-examination of such samples are included in the annual fee for the right to use the certification mark. Costs for follow up inspections are charged to the manufacturer by the inspection body.
