Procedures for granting Safety Mark of STQC to CB Certificate holders abroad:
General
In accordance with the principle of reciprocity built into the operation of CB Scheme
worldwide, it is necessary to enable the grant of STQC Safety Mark to manufacturers abroad
on the basis of CB Certificates issued to them.
These procedures are aimed to cover these aspects.
Scope
These procedures cover grant of STQC Safety Mark to CB Certificate Holders in
participating countries outside India.
Procedures
Written information (in English) on procedures and rules is available on request.
The applicant submitting an application can be:
a manufacturer or authorized representative outside India
or,
his authorized representative resident in India.
The following documents should be submitted:
Application Form (available on request)
CB Test Certificate
CB Test Report
Other documents
List of safety critical components their specifications, sources of approvals (if any)
etc.
Documentation (e.g. manuals, circuit diagrams, photos etc.)
Factory inspection report (if available)
Certification Agreement (available with STQC)
STQC will let the applicant know if it requires a specimen
of the product when a CB Test Certificate is
presented for Safety mark of STQC.
Tests will be required only to the extent national differences demand. However, annexures
to CB Test Certificate and test reports covering national differences are recognized.
Pre-license inspection is required.
Requirements according to: S/D-04 "Quality system
requirements" based on CENELEC MC 6 & MC 7 documents.
Follow up factory inspection is required.
Requirements according to S/D-04 "Quality system requirements" based on CENELEC
MC 6 & MC 7 documents.
Samples for follow up testing are taken.
Testing costs for such samples are charged to the applicants.
For factory inspection (pre-license and follow-up) and follow up testing of samples the
arrangement may be worked out with the NCB of the country of manufacturer.
List of fees is available on request.
The license is valid for three years after which it needs to be renewed based on the
reports of follow up testing and factory inspection.
Appeal in writing against the decision of NCB shall be directed to:
Director General, Standardization, Testing and Quality Certification Directorate.
The certification schemes, other than IECEE-CB scheme operated by STQC Directorate are
as below:
- ISO 9000 registration
- EMC Certification scheme
- Safety Certification Scheme ('S' Mark Scheme)
- Indian National Supervising Inspectorate (NSI) for IECQ System
- ISO 14000 (EMS) registration.
