JQA's CONTRIBUTION TO FREE TRADE THROUGH CB-SCHEME

JQA (Japan Quality Assurance Organization; former JMI) was established in 1957 as a non- profit organization for public safety and quality improvement in Japan. In the public safety sector, JQA was designated by Japanese government (MITI), as a testing laboratory under the product safety law (DENTORI) in 1968, and since then JQA has conducted mandatory safety testing under the law for more than 30 years. With Japan's current deregulation policy and the introduction of the Product Liability Law, JQA started S-JQA, a third party certification scheme, in 1995. In the areas of quality and environment management JQA has been, by far, the leading and most forward looking certification body of ISO standards (ISO-9000s and 14000s) in Japan. We believe that ISO management schemes and IECEE schemes are closely linked and the combined application of these schemes would help level up both the quality of products and management system, which eventually contribute to the promotion of world trade. With regard to the IECEE CB-Scheme, JQA has been operating as CBTL since 1985 and since then has constantly issued CB test reports converted into certificates by IECEE JP thus responding to the demands of the electrical and electronic industries in Japan. Today JQA is fully recognized as NCB and CBTL in the CB Scheme. JQA's CB test-reports and relevant certificates have been recognized by NCBs throughout the world, and, we believe, this means that the reliability and quality of JQA have been acknowledged by certification bodies as well as clients. On the other hand, JQA recognizes CB test reports and certificates for S-JQA scheme based on IEC-J standards which have been harmonized with IEC standards. Recently, many countries in Asia and other regions have adopted or are going to adopt their own electrical safety control schemes and we are sure these countries will eventually join the IECEE CB-Scheme, recognizing the importance of the multinational conformity assessment program for the economic development and promotion of free trade. JQA will be willing to assist these countries to become qualified members of the scheme, especially in the Asian region.
