CB Scheme: High Market Volume for Global Players

International companies make use of the CB Scheme through TÜV Product Service GmbH.

As an international operating company the Alfred Kärcher GmbH & Co., Winnenden, Germany is world-wide market leader in the branch of high-pressure cleaners, floor cleaning devices etc. Due to their presence in global markets, Kärcher needs certificates which are accepted all over the world.

„In the past we had to apply for testing and certificates with all major testing labs and certification bodies which created multiple testing to get multiple certification. Thanks to the CB scheme and our local NCB TÜV Product Service we now have access to multiple certification on the basis of „One-Stop Testing", explains Steffen Reiser, Certification Manager of Alfred Kärcher GmbH & Co., Winnenden.

„Like Alfred Kärcher many of TÜV Product Service clients make meanwhile use of the CB scheme (IECEE) to speed up their market access by using high quality testing on the basis of internationally recognised standards resulting in an international accepted CB Certificate. TÜV Product Service as a National Certification Body in Germany with testing laboratories in Germany, UK and in the United States, is therefore not only able to grant its own mark e.g. the TÜV-Mark or the German GS-Mark, but through the membership in the international CB scheme TÜV Product Service is able to provide any necessary certification mark for target countries named by our clients. Without such a scheme, a huge network of bilateral agreements would be necessary with all additional costs and procedures to maintain it. The CB scheme however is a multilateral agreement with the same rules applying world wide and therefore the maintenance activities are reduced to an amount which is cost effective and creates a lot of advantages for our clients" underlines Dr Wolfgang Kreinberg, COO TÜV Product Service.


The advantages of this procedure are self explanatory: Electrical and medical devices are introduced onto international markets more rapidly. Why? Products for export need no re-testing (i.e. double testing) to the same IEC Standards since the CB documents based on the original testing are submitted for local approval to the relevant National Certification Bodies of desired export countries. Thus the time of document handling is shortened considerably - as against the multiple national testing. „The essential point of interest for us „ - says Steffen Reiser - „is not only speed up of time but also cost saving, since we do only pay a single NCB".

TÜV Product Service GmbH was founded in 1989 as a subsidiary of the 130 year old TÜV Bavaria (now TÜV Süddeutschland). Since that time TÜV Product Service has expanded to 60 locations worldwide and acquired more than 90 accreditations, notifications etc. in various countries. Since 1993 TÜV Product Service is a testing laboratory in the CB scheme, and since 1997 a national Certification Body. Currently TÜV Product Service maintains six testing laboratories within the CB scheme, three in Germany, one in the UK and two in the United States and the NCB in Germany.
